Fix Dokploy Docker caching issue - force no-cache build

- Add "buildOptions": ["--no-cache"] to dokploy.json
- Remove temporary comment from requirements.txt
- Forces Dokploy to rebuild all layers and install django-ratelimit properly
- No changes to application code - works as-is on CapRover
