🚀 Fix Railway deployment - remove obsolete populate_agents command

Railway configuration updated for modern file-based agent system:
- Removed populate_agents from startup command (no longer needed)
- File-based agents load automatically from JSON configs
- Maintains migration, admin setup, and static file collection
- Ready for Railway deployment with PostgreSQL
