🗃️ Implement complete Railway database recreation
• Add database flush to Railway startup for complete reset
• Remove manual fix scripts - using clean recreation approach
• Fresh database will have correct agent values from populate_agents
• Guarantees Railway matches local environment exactly
Process:
1. flush --noinput (clear all data)
2. migrate --run-syncdb (create fresh tables)
3. populate_agents (correct agent values)
4. reset_admin (fresh admin user)
